FMCSA Motus issues
Motus issues come in four kinds, and each has its own fix. Sign-in and identity verification failures go to FMCSA's contact center at 1-800-832-5660, which can refer you to an in-person location. A wrong driver count, vehicle count or address is changed in your Motus company account. Biennial updates due on or after June 1, 2026 are not being enforced during the transition. And "Pending – Financial Responsibility Filings" means your insurer's filing has not posted; in our placements, markets have refused to bind or file until the Motus driver count matches the quote.

What is FMCSA Motus, and who has to use it?
Motus is FMCSA's registration system for USDOT Numbers and operating authority. FMCSA's Federal Register notice of April 29, 2026 says it "will sunset the current URS used for new applications for USDOT Numbers and Operating Authority," and that Motus also replaces the FMCSA Portal for managing registration. FMCSA's own page dates the switch: Motus "launched on May 19." FMCSA's FAQ said registration options in the FMCSA Portal would end at 8:00 PM Eastern on May 14, 2026, five days earlier.
The notice says "All entities currently required to use URS to complete their initial registration with FMCSA will be required to use Motus." That covers every for-hire carrier, broker and freight forwarder applying for authority. Existing registrants use it for name and address changes, reinstatements and the biennial update, and insurers file in it through their own accounts. FMCSA's FAQ adds that it "will still allow intrastate carriers to obtain a USDOT Number if their State requires it."
Will Motus change my MC number or USDOT number?
No, not the ones you already have. FMCSA's fact sheet on registration changes says "Existing USDOT and docket numbers will not change" and "Motus will continue to issue docket numbers. Docket number prefixes (MC/MX/FF) will remain the same." The Federal Register notice says the Phase II release of Motus "will not include" the elimination of MC and FF numbers, and that FMCSA "will take a measured approach to implement these changes in later releases while continuing to engage our stakeholders."
What is new applies to new numbers. Motus randomizes newly issued USDOT and docket numbers to help prevent fraud, and assigns "one unique docket number for each newly granted authority, even if you request multiple authorities in the same application." It also shows letter suffixes after the USDOT Number, such as C for property carrier authority and B for broker authority, and the fact sheet says "Suffixes are not a vehicle marking requirement."
How do I register in Motus or claim my USDOT number?
Start at motus.dot.gov with a Login.gov account. FMCSA's Move into Motus page gives three steps: create a user profile and "complete identity verification to log into the system," create or claim a company account, then apply for or manage registrations. Verification takes a smartphone, tablet or webcam and a government-issued ID. Without a camera, FMCSA's quick-start guide says "you can search for a nearby enrollment center on the FMCSA website to complete this step in person."
If you already hold a USDOT Number, claim it rather than registering again, and use the right email: FMCSA says to "Use the same Login.gov email that you used as the company official in the FMCSA Portal to claim a USDOT Number." The claim pop-up lists the USDOT Numbers associated with the Login.gov account you signed in with; if yours is missing, FMCSA's job aid says to contact FMCSA through Motus. FMCSA also says Login.gov access is "removing the need for USDOT PINs."
What do I do when Motus is not working?
Report it to FMCSA and follow the same ticket. FMCSA's Motus page says guidance will come "as Motus recovery and stabilization efforts continue," and routes problems to the Registration Customer Service Center at 1-800-832-5660, by phone, chat or webform: "Make sure you don't duplicate tickets on the same cases you open. Just follow up on them." That page, last updated September 10, 2026, says the center's hours were extended to 8:00 AM to 11:00 PM Eastern on weekdays, plus Saturdays. Motus public search shows what your record says today.

How do I update my information in Motus?
From your company account. FMCSA's job aid says Business Information holds your legal name, addresses and public phone number, and Operation Details shows "the number of vehicles and drivers you operate. Click the UPDATE button to modify." Interstate carriers also see a Biennial Update Information section with a Start button. FMCSA's April 29 notice said the MCS-150 and the other forms would be "integrated into the online system" as fields once Phase II was released.
A new authority can hit a wall here. On a July 31, 2026 call about one of our clients, we were told "the MC has to be reflecting active, sir, for you to be able to make modifications online." That is what one call told us, not a limit FMCSA publishes. The same notice said FMCSA would keep accepting the paper MCS-150 "until a regulatory change eliminates references to these forms," with "a minimum timeframe of eight business days for the initial review and processing." Ask FMCSA whether that route still applies to a pending authority.
Is there a Motus deadline for the biennial update?
Not for updates that came due on or after June 1, 2026. FMCSA's page says those registrants "will receive additional time to complete any required biennial updates and will not have their USDOT Number inactivated for failing to submit a biennial update." The page, last updated September 10, 2026, gives no end date. The May 14, 2026 date in FMCSA's FAQ was the cutoff for registration options in the old FMCSA Portal, not a Motus deadline.
The suspension pauses enforcement only: 49 CFR 390.19T(b)(4) still makes "deactivation of its USDOT Number" the penalty for a missed biennial update, and an update that was due before June 1, 2026 is outside the suspension's words.
Why does Motus show my insurance as pending or missing?
Because the filing comes from your insurer, and Motus now names what the authority is waiting on. FMCSA's fact sheet says a pending application may read "Pending – FMCSA Review," "Pending – Process Agent (Form BOC-3) Filings" or "Pending – Financial Responsibility Filings." The last means no insurance filing has posted. Insurers submit filings in Motus themselves, and FMCSA "will not grant operating authority registration until the registrant has in effect the minimum levels of financial responsibility on file with FMCSA."
Two other causes are worth ruling out. The switchover: FMCSA's FAQ told filers "You will be unable to submit filings during the transition to Motus," and that after launch they could back-date insurance using the effective date field, so a gap around mid-May 2026 is something your insurer can correct. The name: FMCSA cautions that the name and address on pre-registration filings, such as with the secretary of state, must "match exactly" those in the authority application, and "Any deviation results in the delay of granting of the authority." Check that your state filings and your application agree.
Why won't my insurer bind until Motus matches my quote?
Because the markets we place new carriers with check Motus against the application, and they have held the bind or the filing when the Motus driver count disagrees. That is our experience from July to September 2026, not an FMCSA rule. On July 29, 2026 one market made it a quote condition that the insured "will first need to update their MOTUS site to show the correct number of drivers," and on September 25, 2026 a market told us "The insured will not be able to get their filings until they update their MOTUS site to show 3 drivers."
For a new authority that can turn into a loop. FMCSA will not grant the authority until the insurance filing is on file, the market will not file until Motus is corrected, and on the July 31 call we were told the online correction had to wait for an active MC. On July 7, 2026 one market told us what it would take instead: "We will accept a copy of the MCS-150 form (dated in the last 7 business days) and confirmation email that the change has been requested." If your insurer will take the same, submit the correction, keep the confirmation, and send both with the quote request, before the effective date.
What to send when Motus and your quote disagree
Send these with the quote request so the underwriter can match the record in one pass.

Can Redoubt make the change in Motus for me?
No. Redoubt is an insurance agency, not FMCSA. Changes to your record go through your Motus company account or FMCSA's contact center. We get the insurer's filing submitted, tell you which mismatch is holding it, and send the underwriter proof that the correction is in.
Where does Motus show my insurance?
In the Operating Authority Registration section of your company account. FMCSA's job aid says granted authorities display insurance and process agent details, and a pending one shows the reason, such as waiting for insurance filings.
